Home Weatherization Assistance Program

Program Description:  The Home Weatherization (HWAP) is a year-round program providing home energy conservation assistance including housing unit inspections; attic, wall and basement insulation; and access to energy-efficient applications to help lower home energy costs and reduce environmental pollutants.

Eligibility: Franklin County homeowners/ renters / mobile home household whose income is at or below 200% of the Federal Poverty Level (FPL) and reside in the following zip codes. Clients must provide ID, Social Security Card and 90 days proof of income. HEAP customers are eligible to apply.

  • Insulating the attic and possibly exterior walls.

  • Insulating ducts, pipes and floors.

  • Performing efficiency and safety tests, offering recommendations for heating unit maintenance.

  • Providing consumer tips on ways to conserve energy.

  • Heating unit maintenance and repair or replacement.

Do you qualify?

Homeowners

If you are a single-family homeowner, just complete an application form and provide current documentation of your total annual household income and a copy of your electric and/or gas bill. This will determine your eligibility to receive our free assistance.

Renters

Renters of single homes or multi-family units may also apply by submitting a completed application form, with documentation of your total annual household income and a copy of your electric and/or gas bill. We will also need you to provide some information about the owner of the property.

Appliance Program

Limited availability for eligible households. Our Appliance & Weatherization Team will come to your home/apartment (in eligible service areas) and assess the household energy use and provide resources and services that will assist with decreasing your household energy burden and improve overall health and safety, including eligibility for a new refrigerator, stove, freezer, washer or dryer. There is limit to the number of appliances each household can receive. This is a one-time benefit.
