IMPACT Community Action is requesting quotes for a Trauma Informed Care Specialist (TICS) or equivalent, as a contract service provider for Sojourn Women’s Initiative Program.

RFQ Submission Guidelines Length of Contract: Seven Months

Anticipated Contract Schedule: Tuesday, August 29, 2022 – Friday, March 24, 2023

Class Schedule: Tuesdays and Wednesdays from 10:00 AM - 2:00 PM, Thursdays from 4:00 - 7:00 PM

Contract not to exceed $14,000 nor 500 hours of services

1.The entity must be registered/licensed to do business in the State of Ohio and in Good Standing.

2.The entity must be able to provide proof of Liability Insurance and a current W9 Tax Form

3.No bid or quotation may be accepted from any individual or company on the State of Ohio's debarment list.

RFQ Timeline

•Monday, August 8, 2022 - RFQ distributed

•Friday, August 19, 2022 – RFQ submission deadline

•Monday – Tuesday, August 22-23, 2022 – RFQ responses will be reviewed

•Wednesday, August 23, 2022 – Vendor contract discussions will begin

•Friday, August 26, 2022 Contract will be awarded

•Monday, August 29, 2022 – Friday, March 24 (or 31), 2023 – Anticipated Contract Period

Among demographic groups, “Black women experienced the steepest drop in labor force participation and have had the slowest job recovery since January 2020," Janelle Jones, the Labor Department's chief economist, wrote. "It took until 2018 for Black women's employment to recover from the Great Recession, and now almost all of those hard-won gains have been erased. There are also long-standing problems that women face, including difficulty finding childcare, as well as shorter life expectancies and higher rates of maternal mortality. Women are disproportionately burdened by chronic health conditions, such as anemia, cardiovascular disease, and obesity. In combination with a pandemic, this proved to be a double whammy for women, robbing them of their jobs as well as threatening their health.”

According to Columbus, OH data, women are more likely than any other group to attend college or receive an Associate's degree. Despite their educational attainment, women are still the most likely to live in poverty, making up 24% of Columbus' poorest residents. The Coronavirus pandemic has put individuals, especially single female heads of households, at an increased risk of falling deeper into poverty. To lift women out of poverty, public and private entities must join forces and implement solutions that address the myriad ways structural and societal racism uniquely burdens women.

IMPACT Community Action's response was the creation of an intensive workforce development training program with a unique focus on addressing the whole person, empowering women with the tools needed to overcome multiple barriers. The Sojourn Women's Initiative Program is a transformative program, resulting in employment, concrete pathways out of poverty, and eliminating barriers to self-sufficiency.

Scope of Contract Work The Trauma Informed Care Specialist (TICS) will work with IMPACT staff to help participants of the Sojourn program understand and adopt an approach that recognizes the prevalence of personal trauma in people’s history. The TICS will also work with staff on the secondary trauma/stress that results when they hear about the first-hand trauma experiences of the customer.

Essential Duties and Responsibilities (and framework of contract)

1.Provide training in trauma-informed care for all Sojourn Women’s Initiative Participants.

2.Provide group or individual support for Sojourn Staff due to secondary trauma and compassion fatigue

3.Provide Sojourn Staff with coping mechanisms and self-care ideas so they can continue to provide high level case management services.

4.Work as part of a team specialized skills committed to providing trauma-informed outreach, engagement, assessment and case management.

5.Complete other duties as assigned6.Identify Adverse Childhood Experiences (ACEs) and establish goal plans to address these experiences if for clients

7.Track progress against goal plans; modify goals/plans if for clients as necessary

8.Educate all stakeholders about strategies to address trauma

9.Work with Mental Health Providers to create partnerships and referral opportunities

Minimum Education and Experience

•Bachelor of Science degree in psychology/social work or equivalent combination of education and experience in related field.

•Extensive experience with trauma informed care (five-year minimum)

•Experience assisting professionals to navigate compassion fatigue (five-year minimum)

•Experience working with adults, children and/ or adolescent(s)

•Proven presentations/trainings in trauma informed care (five-year minimum)

•Licensed Professional Counselor/Licensed Social Worker (preferred)

•Working knowledge of services/resources in community

Competencies

•Maintains strict confidentiality with personally identifiable information, and information shared/gathered during individual and/or group sessions

•Adaptable to change and able to work independently and as part of a team

•Strong communication skills (written, verbal, interpersonal, etc.)

•Capable of managing multiple projects concurrently while maintaining a high level of attention to detail on each project

•Manage and prioritize work effectively with minimal supervision

•Proficient with Microsoft Office Professional
