Emergency Home Energy Assistance Program

The Emergency Home Energy Assistance Program (E-HEAP) assists low-income households that are threatened with a utility shut-off notice or that have run out of bulk fuel, such as oil or propane. 

E-HEAP programs include:

  • Winter Crisis Program (WCP)
  • Summer Crisis Program (SCP)
  • Percentage of Income Payment Plan (PIPP)

PIPP is an extended payment arrangement that requires regulated gas and electric companies to accept payments based on a percentage of the monthly household income.

Emergency Assistance

Provides immediate financial assistance to eligible customers in crisis situations such as homelessness or pending evictions via one-time rent or mortgage assistance payments.  Also provides access to public transportation via COTA passes and other material assistance needs including basic home furnishings and appliances in partnership with the Furniture Bank of Central Ohio.
